Stealth Vs Perception

Any1 know which is stronger out of stealth and perception?

For example do the two counter each other perfectly?
Who sees the other first?:
- Player A with 100 perc and 0 Stealth; or
- Player B with 0 Perc 100 Stealth

Is there a particular ratio?
For example 3:1 (Perc:Stealth)
Who sees the other first?:
- Player A with 90 Perc and 0 Stealth; or
- Player B with 0 Perc and 30 Stealth

I always assumed stealth was more powerful, but does anyone know exactly by how much or if in fact at all?

Stealth beats Perc if you understand what I mean. LoL.
You can have maxed perc, and the one with maxed stealth won't bee seen in like I think it was 6 or 8 squares And the one without stealth is seen 1 or 2 before I think it was. Wich makes the Sorceror the superrior stealth pvp char. (Like if you made forexample sorc in to a new class, harder to attain and given them the possibility to get 30-45 base dispell would made em bad-bad due to stealth/stun from before and a tad cheaper mana usage on some PvP spells). Hee Hee.
