does blast II have a fixed range like 6x6 away from char?

does it means higher perception gets larger blast distance?

You are correct it is a fixed distance but you do need to be able to see the enemy (i.e. it does not work through walls). Not sure about the 6x6 (I have not checked) but it is a fixed distance from the caster.
